World leaders hailed the collapse of the coup by Kremlinhard-liners Wednesday as a victory for democracy and for the will andcourage of the Soviet people.
Amid the widespread impromptu celebrations, however, differencesof opinion emerged over whether the West should step up aid to theSoviet government to bolster support for President Mikhail S.Gorbachev.
The Western leaders were unanimous in praising Russian PresidentBoris N. Yeltsin, who led resistance to the Emergency Committee thatseized power Monday. United Nations Secretary-General Javier Perezde Cuellar said he was "deeply impressed by the courage of those whohave stood for democratic values."
